European Intelligence Agency?

Stumbled across this interesting little article regarding the need for the European Community to share criminal intelligence. In particular it looks at the Austrian proposal before the EU council in 2003 to establish a European Intelligence Agency.

Bearing in mind the plethora of differences both cultural and administrative of the various EU member states do you think this is a wise proposal? Or do you think that the existence of Europol (an EU shared criminal intelligence database) is enough to counter the rise of pan-EU organised crime and terrorism?
