On a serious note-lots of these insane people would be stopped if when they were younger and did something that showed they were crazy  or mentally incompetent -if they were treated /plus kept track of-(ill bet this guys background is pretty scary-) things like this would be slowed down considerably-the judicial system in this counry is terrible-hopefully it will return to a better system of values for the victims.
